The point
An agent is not a chatbot put in front of an archive. It is a piece of software that reads documents you already have, inside permissions you already have, and answers by citing where it took the answer from.
What separates an agent that enters the work from one that stays a tab opened once and never again is almost always outside the model: which documents it can see, who can query it, and whether the answer arrives where the person is already working.
Copilot Studio covers most of these cases. When it does not, we build elsewhere: the tool is chosen after the problem, not before.
