How much does Microsoft 365 Copilot really cost (and when is it not worth it)?
List price is $30 per user per month on an annual subscription. The real bill also includes permissions to clean up, training and support, and it does not add up if the licences sit idle.

Microsoft 365 Copilot
Microsoft 365 Copilot costs $30 per user per month on an annual subscription, added to a qualifying Microsoft 365 licence. Copilot Business, for up to 300 users, costs $21 ($18 until 31 December 2026), and Copilot Chat is included. Training and support come on top, and the licence does not pay off where nobody changes how they work.
How much does Microsoft 365 Copilot cost per user per month?
It costs $30 per user per month on an annual subscription, according to Microsoft’s US price list accessed 3 October 2026. Microsoft Italia lists the same licence at €26.00 excluding VAT, with annual payment and automatic renewal, and the table below gives the Italian price of every plan. You need a separate eligible Microsoft 365 plan underneath and, Microsoft Italia states, there is no trial version: you start with a one-year commitment.
Copilot Business, for companies of up to 300 users, has a promotional price from 1 July to 31 December 2026 (US price list, Italian page). Copilot Chat is included at no extra cost in eligible plans.
| Plan | United States, per user per month | Italy, per user per month (excluding VAT) |
|---|---|---|
| Copilot Chat | included | included |
| Copilot Business (up to 300 users) | $21 ($18 promotional) | €18.20 (€15.60 promotional) |
| Microsoft 365 Copilot | $30 | €26.00 |
If you still read about a 300-licence minimum to buy Copilot, that figure is out of date: Microsoft removed the minimum on 15 January 2024.
The licence underneath matters too: since 1 July 2026 list prices of many suites have gone up. According to Microsoft Licensing, in the United States Microsoft 365 E3 with Teams goes from $36 to $39 and E5 from $57 to $60, while Copilot sold on its own is excluded from the increase.
On 9 March 2026 Microsoft announced Microsoft 365 E7, the “Frontier Suite”: $99 per user per month from 1 May, with E5, Copilot, Agent 365 and Entra Suite, and according to Microsoft it costs less than the components bought separately. We found no Italian price for it in euros.
How much will Microsoft 365 Copilot cost my company in a year?
At list price, 40 licences cost $14,400 a year (40 × $30 × 12), on top of the Microsoft 365 licence you already have. Imagine assigning them to the 40 roles most tied to documents and meetings. With Copilot Business, if you are on a Business plan, the same 40 licences cost $8,640 with the promotion and $10,080 at full price. These are our calculations on the US list prices, with no volume discounts.
Say 10 of those 40 licences are used continuously (a hypothetical example). Spend stays at $1,200 a month, but each person who really works with Copilot costs $120. The price per active user shows what you are paying for; the list price does not.
What costs come on top of the Copilot licence?
Mostly permission clean-up and support for your people, two items the price list does not show.
Copilot works on the data the user can already access, and Microsoft Learn warns that over-shared or poorly governed content can affect results and increase risk. A file shared by mistake with the whole company becomes findable with a single question. Varonis, a data security company, says in its 2025 report that, across 1,000 real environments, 99% of organisations have sensitive data exposed and reachable by AI. Microsoft publishes a blueprint to fix this and includes SharePoint Advanced Management in the Copilot licence: the tools exist, and the work to use them goes into the budget (our approach is described under tenant governance and security).
In our experience the real cost includes training and support on the use case, to be budgeted next to the licence. We explain how to set that up in the Brief on going from pilot to rollout.
Agents have a different cost model. Since 1 September 2025 Copilot Studio measures usage in Copilot Credits, billed by consumption with an Azure subscription or through prepaid packs. The Italian price list shows €173.30 a month for 25,000 credits, excluding VAT. With the Microsoft 365 Copilot licence, some features of agents used inside Copilot, Teams or SharePoint do not consume credits. The cost of agents deserves a Brief of its own, which we will publish later; meanwhile, here is how we work on agents: Agents and Copilot Studio.
When is Microsoft 365 Copilot worth buying?
When the work of the people holding a licence runs mostly through text, meetings and documents, when a specific task is redesigned to go through Copilot and when someone measures use over time.
On paper the break-even is low. At $30 a month, if a person’s fully loaded cost is $45 an hour (an example assumption), the licence pays for itself with 40 minutes saved each month. The risk is licences that sit idle: in February 2026 Forrester saw most enterprises still in pilot mode, and we explain why in the Brief on why licences end up being used for email.
Return is measured on a single task, and how to measure Copilot’s ROI shows how. One example of a redesigned task: at a consulting firm with more than 115 consultants, a presentation went from four hours to under one.
When is Microsoft 365 Copilot not worth buying?
When the licence is assigned without a specific task and without someone accountable for it.
Buying it to see what happens is the most expensive scenario. With an annual, auto-renewing subscription and no trial, after a few months you are left with a cost nobody can attach a result to. A pilot with ten people, one task and a measurable goal is the better route: at list price it costs $3,600 a year.
It does not pay off with permissions in disorder either. On a SharePoint full of over-broad sharing, the first thing many people see can be a confidential document. Clean up first, then switch it on.
People who do physical work or repetitive operations, with few emails, meetings or documents, give Copilot little to work on: for them the licence is a fixed cost.
Sometimes, finally, Copilot Chat is enough. According to Microsoft Learn it answers from web data and the files you upload, while the paid licence adds automatic access to work data through Microsoft Graph.
If you want a real figure before you sign, mapping is the first step of every project of ours: start from adoption and change management.
Frequently asked questions
Is Copilot Chat really free?
It is included at no extra cost for users with a Microsoft Entra account and an eligible Microsoft 365 subscription. It answers from web data and you have to upload your own files, while the paid licence reaches them automatically through Microsoft Graph. Agents that work on company data are billed by usage.
Is there still a 300-licence minimum to buy Copilot?
No. Microsoft removed the 300-seat minimum on 15 January 2024. The number 300 now marks the user limit of Copilot Business, the plan built for smaller companies.
Can I try Microsoft 365 Copilot before buying it?
Microsoft Italia states that no trial version is available, and the subscription is annual with automatic renewal. The safest route is to start with a small group and one specific task. Ten licences cost $3,600 a year at US list price.
